Pip: HORIDIAN NEWS this week, and it turns out the Government Restocking Programme — meant to put livestock in the hands of vulnerable households — has been restocking someone else's pockets instead.
Mara: ONGORA DENISH has been covering a crackdown that cuts across three districts in the Lango Sub-region. Let's start with the arrests, the altered lists, and the missing millions.
7 Arrested in Lango Over Restocking Programme Fraud
Pip: The Government Restocking Programme is supposed to move funds and livestock to vulnerable households. What this week's reporting lays out is a coordinated pattern of manipulation — names swapped, SIM cards hijacked, and money diverted before beneficiaries ever saw it.
Mara: North Kyoga Regional Police Spokesperson SP Patrick Jimmy Okema described one method directly: "UGX 5 million deposited on 9 June 2026 was allegedly withdrawn after suspects reset account PINs and accessed funds through a financial institution in Kamdini."
Pip: So the upshot is that the fraud wasn't opportunistic — it required deliberate technical steps. Someone had to physically obtain beneficiaries' SIM cards and identity details to pull this off.
Mara: In Alebtong District, the manipulation was on the lists themselves. Town Agent Odongo Levi and LCII Chairperson Aliro Lawrence are accused of deleting genuine beneficiaries and substituting unauthorized individuals — in one cell, a legitimate recipient was replaced by someone from a completely different village.
Pip: A high-level review meeting on the eighteenth pulled in LC1 chairpersons, the Town Clerk, and Assistant RDC Okello Jimmy. Aliro Lawrence was arrested after failing to explain the discrepancies. Odongo Levi had already been picked up the day before.
Mara: Assistant RDC Okello Jimmy warned publicly against corruption. LCIII Chairperson Ocen Bonny went further, alleging repeated prior complaints against the suspects — including extortion of between one and two million shillings from beneficiaries under the same programme.
Pip: Meaning some people on the list were paying a cut just to stay on it.
Mara: In Oyam, three suspects — Odongo Quinto, his daughter Auma Lydia, and Akwero Susan — were arrested. Susan's case is striking: she allegedly withdrew UGX 5 million in Baruwero Village, Aleka sub-county, and gave the beneficiary only UGX 200,000 and two goats. Police say she admitted involvement and the full amount was recovered.
Pip: In Kwania District, LC2 Chairperson Vincent Otile and Parish Chief Conny Ejang of Abwong Parish were arrested over similar mismanagement — out of ten intended beneficiaries, only four received support, with the rest replaced by outsiders.
Mara: Investigations remain ongoing across all three districts, with authorities focused on recovering misappropriated funds and restoring support to the households the programme was actually designed to reach.
Pip: Three districts, the same playbook — swap the names, move the money, leave the vulnerable household with two goats and a receipt for nothing.
